Our Alliance approach

Working together in collaborationWhy did we adopt an Alliance approach for the Stirling City Centre?

Whilst this kind of project delivery model is not normally applied in planning projects, the complexity of planning such an ambitious city centre redevelopment demands an innovative approach.

Project alliances are collaborative arrangements used to create an integrated project team. They are made up of a range of specialists that are not normally found within a single organisation. Because of this, complex problems can be dealt with drawing on a comprehensive base of knowledge and experience.

What are the benefits?

The benefits of adopting an ‘alliance approach’ for the Stirling City Centre project include:

  • Better relationships with our community and stakeholders
  • Maintaining a clear vision that aligns stakeholders goals and aspirations
  • Solving complex problems together as a community
  • Having access to a diverse range of professional expertise to guide and facilitate
  • Building knowledge and capacity
Engagement Strategy

The Alliance has adopted a collaborative planning and delivery process, that is focussed on stakeholder outcomes, including those for local residents, government agencies, commercial landholders and developers.

The Alliance structure encourages greater stakeholder inclusiveness (including the community as a key stakeholder), involving partners and stakeholders in the decision-making and problem-solving processes collaboratively. In doing so it creates a greater level of transparency and accountability and represents an intent to use collaborative processes to solve complex issues and to drive innovation.

See Partnership Governance page for more information on the Public Private Community Partnership agreement which underpins the alliance.

To this end, an Engagement Strategy has been developed to ensure our key stakeholders have the opportunity to get involved in the project in various ways throughout all aspects of place planning, place development and place management. With the primary objective of gaining support for our project, the Engagement Strategy explains how the Alliance will approach this challenge through:

  • delivering robust communications,
  • encouraging collaborative relationships,
  • undertaking sincere engagement, and
  • developing strong partnerships.
