This precinct comprises the existing cinema site on Liege Street, south of Scarborough Beach Road, and adjacent, largely residential land.

Woodlands Precinct Working Group

2010 has seen the Woodlands Precinct 7 Working Group working with planning and transport consultants and Stirling Alliance staff to develop concepts for the Stirling City Centre Woodlands Precinct area.

The working group devised a set of 11 criteria to assess the many concepts and ideas developed and explored by the group.  The multi-criteria assessment assisted the group to select elements that were then brought together into a concept plan. The Woodlands Precinct 7 Working Group wanted to ensure that the future development of the Woodlands Precinct would:

  • Be compatible with the existing residential uses
  • Provide affordable living and be a place for people of all ages
  • Provide high quality buildings, landscaping and public and private spaces
  • Retain and encourage a close knit, safe and caring community
  • Be economically viable and not adversely affect private property values
  • Improve local amenity and access
  • Be environmentally sensitive

The structure plan establishes the general intent and vision for the precincts. However further detailed precinct planning will be required prior to any development taking place.

Detailed Area Plan

Detailed Area Plans (DAP’s) will be prepared with stakeholder involvement, and will provide further detail, including:

  • Targets for housing and employment
  • How the DAP fits within the structure plan
  • Existing land uses and environmental and other values
  • Pattern of surrounding development, existing and future land use, existing transport network
  • Proposed land use
  • Proposed road layout and subdivision pattern
  • Proposed residential density
  • Building heights
  • Proposed movement network
  • Public open space
  • Drainage
  • Implementation staging
  • Servicing requirements
  • Statutory mechanisms
  • Developer contributions
What next?

When completed the draft Detailed Area Plan will be presented to the City of Stirling Council who will release it for advertising and invite formal submissions.  Following the submission period the DAP, if deemed acceptable, will be adopted by Council as a variation to the Structure Plan. In addition, Form Based Codes will be prepared for each of the precincts to provide place-specific design requirements for the built form and public realm. These codes will engender the principles contained within the structure plan and will provide additional detailed requirements and design rigour to guide the development of each precinct.

NOTE: The concepts shown for the Woodlands Precinct including Parkland Villas, the cinema site and the commercial areas fronting Scarborough Beach Road will not initiate a mandatory change to the current use. The concepts have been developed to guide future building and development within the city over the next 20 to 30 years. The intent of Woodlands Precinct Working Group is to retain the character of the Woodlands whilst enabling increases in residential density and commercial use as part of a city centre development. The concept plan has sought to confine changes to Scarborough Beach Road, the Cinema and along Liege Street and Stephenson Boulevard.
